I asked your question from two different historian who have studied merchants and Lappeenranta history. The name did not seem familiar to the other historian who studied Lappeenranta/Vilmanstrand merchants, but she told that at Lappeenranta city archives there are the lists and registers about the merchants who have operated in Lappeenranta. The other historian has studied Viipuri/Vyborg city archives and there are also information about Lappeenranta merchants. I am sorry to have kept you waiting for an answer to your message. Lappeenranta city archives do not contain a lot of material from the time period you mentioned. We have a list of those with rights to trade in Lappeenranta and some copies of census records from that time. Going through these documents I didn't find anyone by the name Behr or anything close to it. Lappeenranta was a very small city at that time, with only about 300 citizens. There seems to have been only one person by the name Simon, but his last name was Kymlander (meaning: a person who lives in Kymi). He was 21 years old in 1827 and was a bookkeeper with tradesman Harlam Dmittrieff. Could it be possible that your ancestor would have changed his name, maybe as he moved to St.Petersburg? I also checked the book by Mervi Kansonen as well as three other books of Lappeenranta in early 1800's, with no results. As most of the oldest documents of Lappeenranta are kept in Mikkelin maakunta-arkisto (provincial archives) and Kansallisarkisto (National Archives), I recommend that you contact these. The Evangelical-Lutheran church keeps records of births, deaths, marriages etc. They may be able to help you, too. All these authorities have their own sites in the Internet.
