If Efim and Michail ARE brothers.
Vasily Yakovlevich was originally served of the village of Velmezh, Gzhatsky uyezd, near Smolensk. Circa 1788 he was commissioned to Murikovo, Volokolamsk uyezd, near Moscow.
It doesn't mention if he was a deacon there too. He could have had a lesser rank, but from what I can assume he was a clergyman there too.
He probably also went to a seminary, and theoretically thus was elevated to deacon. But this is my guess.

Deacon (диакон) is not priest (священник/поп), it's a rank one degree lower, but was the first stage of church parish ministership. In Russia deacons underwent ordination, while dyachki and acolytes (ponomari) were not, so the two latter were considered litterally laity, yet serving at the church (tserkovnosluzhiteli). Deacon, priest, prosbuter and protoiereus were considred "svyaschennosluzhiteli" (roughly, ministers, full church parish clergy).
