Its hard to figure out what it is. The image is fuzzy. I suspect that it might be a medal of the order of Saint Anna. Unlike the cross of the order that was intended for officers this medal was given to lower ranks (sergeants, corporals, etc) for various non-combat related achievements and merits like distinguished service, capture of a criminal etc. https://ru.wikipedia.org/wiki/...0%BD%D1%8BGray2010 : [q] So he served in the Province of Warsaw. Maybe. Its hard to tell. The horizontal stripe does look similar to the Warsaw governorate coat of arms. https://en.wikipedia.org/wiki/Warsaw_GovernorateHe could serve anywhere on that territory. As I mentioned in my previous answer the city and county police was distinguished by the color of lace on shoulder boards silver for city units and gold for county.
