This picture is giving me a headache since
a long time.
Does anybody know what Uniform this is?
I do not think that it is a military uniform.
I do not know the date of the picture either.
I also can not read the name of the city it was made.
Please help.

Yes you are correct:
The Family Name is МАРТЫНОВ,
but since the Baltic Region was ruled by so many Nations,
and they wrote the Names as they heard it.
I have found different variations, sometimes up to eight different
variations for one and the same person.
So far I found:
The most common variations are:

Less common variations are:

Эта картина дает мне головную боль с долгого времени. Любой знает, какая Униформа это? Я не думаю, что это - военная униформа. Я не знаю дату картины также. Я также не могу прочитать название города, которым это было сделано. Пожалуйста помогите.

Probably uniform of the mountain engineer. the pursuits(nearby 4 see in the width) officials have received the civil sample in 1867 in connection with demilitarization of special cases of mountain engineers, engineers of means of communication, wood, boundary and cable departments. On June, 2nd, 1869 under the order of emperor humeral the pursuits signs on distinction of grades were cancelled also were transferred on collars of uniforms, uniforms and the gold laces valves of frock coats. some had 2 or 3 in the same time.
With the main residence in Riga.
Friedrich Johann had a house in
Riga - Arco/Italy - Paris/France
Nicolai
Had a house in:
Riga and Nice/Nizza/France
This might help you understand how difficult it was for me to
get to the year 1741
