In my opinion the person on this photo is a voyskovoy starshina (Cossack equivalent of lieutenant-colonel) who was a staff member of the Alexander III Don Cossack cadet corps ( III ) located in Novocherkassk (where picture is taken). The collar of the uniform has specific embroidery that indicates officers who were staff members of cadet corps. Officers of military academies had the same style embroidery placed in two narrow rows instead of a wide one. Three stars on epaulettes show his rank and the monogram of Emperor Alexander III (hard to see but visible on the right epaulette) indicates that he belongs to above mentioned cadet corps. Awards: crosses of Saint Stanislaus order 2nd class and Saint Anna order 3rd class and a commemorative medal in honor of the reign of Emperor Alexander III. | | |
