At the time of his death, he was chief of the news and commentary branch in the Russian language division. He had joined the VCA here in 1955.
In 1970, Mr. Grigorovich-Barsky received the Meritorious Honor Award of the U.S. Information Agency for his coverage of this country's space flights.
In 1976, he was given the USIA Superior Honor Award for his "highly authoriative interpretation of events and imaginative approach to broadcasting (which) helped strengthen his prestige in the Soviet Union."
A spokesman for the VOA, which is part of the USIA, said yesterday that Grigorovich-Barsky was "a household word to millions of VOA listeners in the Soviet Union. They relied on him for a thorough and clearly understood analysis of new events and explanations of the U.S. foreign policy."
Born in Kiev, Russia, Mr. Grigorovich-Barsky moved to Yugoslavia as a child with his family during the Russian Revolution. He was educated in Belgrade and Ljubljana, earning the equivalent of a doctor's degree in law.
During World War II, he spent three years in Nazi forced labor camps. He was liberated by American armed forces in 1945. He worked for the United Nations Relief and Rehabilitation Administration in Germany after the war.
Mr. Grigorovich-Barsky came to this country in 1947. Three years later he became an instructor in Russian at the Army Language School in Monterey, Calif., where he remained until joining the VOA.

16 июля 2021 8:46 1947: Congress Threatens VOA Budget, but Relents In the meantime. Congress in its wisdom, by around May 1947, started questioning the usefulness of the Voice of America, and of Russian broadcasts especially, and refused to approve the budget. By the end of May, all the members of the Russian Service received a formal notification from the Department of State that our jobs were not secure, the budget not having been approved as of that date, and that no one would object if any one of us would start looking for another job — without, of course, any kind of compensation for the time lost. I called the chief of the Russian translation services of the then fledgling United Nations, who was the father of our good friend Stan Barsky, Peter GrigorovichBarsky, a very famous name in the history of Russian attorneys and law. So I came to see him at Lake Success. I passed the test with flying colors. He said he would call me back,Library of Congress Interview with Mr. Alex Frenkley http://www.loc.gov/item/mfdipbib001551and if other friends want to do the same here are some forms to give them. A couple of weeks passed, and there was still no budget for the Voice of America. We were working by inertia, waiting for an order to stop. I called Mr. Grigorovich-Barsky at the UN and he told me that although my test was excellent, and some of my friends', the Soviet delegation to the United Nations had vetoed the hiring of anyone connected with the Russian Service of the Voice of America. That was in early June 1947, less than half a year after we had been assembled and a few months after we had started — which shows to what extent the Soviet government already at that time was dead set against the Voice of America Russian broadcasts. I reported to Charlie Thayer, and perhaps it helped in a modest way, but in any case the House of Representatives reversed itself and approved a modest budget for the Voice. So we all kept our jobs. --- Предки жили в Баре, Киеве, Москве, Мозыре, сельце Малино Тульской губ., Егорьевао Рязанской губ., селах, сельцах и дер.
