As you wrote some of the papers were destroyed but there is always a chance that copies were made and placed in the US archives. I would make some requests in this direction. If you are lucky that could give you some info or at least some keys for your next step. Good luck!

Well, let's wait, maybe other colleagues have other ideas.

As for the PD, it's not a state secret, it's now up to people to sue VGD because their names were mentioned here.

They were not the foreigners, they were USSR citizens, they moved to America in 1980 or so.

The answer came very quickly, but a sad one:
1978 is subject to the General Data Protection Regulation
So maybe there is no way

 Am I right?
We are looking for Maria Romanova who gave birth to a girl Alesya/Alicia on 9/11/78 in Leningrad. Maria Romanova may have had another daughter (older? twin?).
Alesya/Alicia was immediately adopted by Alfred and Lyudmila Karpovich, Lyudmila from Belarus, Alfred from Leningrad, and they got the birth certificate for Rosa Karpovich, born 12/11/78 in Leningrad.
So far right?
Then the first step would be to search for newborn girls up to 12/11/78 in Leningrad.
If we find Alesya/Alicia born to Maria Romanova, then we have solved the riddle, if not then it was not Leningrad and we are where we were before.

I posted your question in the thread on St. petersburg , but there are still questions:

1. place of birth was given as Leningrad, but where was the certificate issued?

2. Alfred and Lyudmila Karpovich brought Rosa up, they went with her to America and still are living there, it's them giving all the informations? Surely it also can be that they are alive but not willing to give informations or Rosa not willing to ask etc. In fact, we only need this to understand how reliable the data are. Sure, even if they are alive and source of the information, it is not necesserily reliable...

Rosa said her adoptive parents were from Belarus/Leningrad and her birth certificate says Leningrad. This should narrow the search.

If the real birthday of Rosa is in 1978, then we could make an assumption that, the mother could be 15-40 years old that year, so the mother could have been born between 1938 and 1963. If we assume that she is alive now and uses some social networks it is possible to find her.
I saw on odnoklassniki there are 354 women named Мария Романова, born between 1938 and 1963 and who live in Russia.
On vkontakte there are 146 women with same name, with age between 58 and 80 who live in Russia.
It is possible to write a message for all of them, but even if there is her biological mother, maybe she won't reply, but I think it's worth trying.

You don't know where the girl was adopted from?
Then it's a hard task, because Maria and Romanov are VERY common names.
I'd suggest to look first in the USA, where the life of citizens is far far better documented and the documents are far better accessible.
If you know the exact date of birth and the location (town, village), then maybe you can search for a Rosa born to Maria Romanova.
Otherwise you have to wait for closer DNA matches - which may come in a decade or two, when the kinship is not very interested in genealogy or doesn't have spare cash for a DNA test.
